For every development process, management system or even a simple screw, there is a standard that defines how the process should flow, how the management system must be organised, and how much the screw should weigh or what it should look like.<\/p>\n\n\n\n<p>And if you read that standard, you usually wonder who on earth formulated it. It\u2019s clunkily written, painfully dry and difficult to understand. But my experience is limited to <strong>IEC standards<\/strong>, and so this text solely applies to them.<\/p>\n\n\n\n<p>In this blog post I\u2019ll try to provide some brief insight into how such a standard is created:<\/p>\n\n\n\n<p>It starts with the knowledge that an aspect, process or system requires an explanation that will aid in more uniform conduct or more comprehensibility to make processes easier to understand. This is presented in IEC as a \u2018<strong>New Work Item Proposal<\/strong>\u2019. This stipulates whether the standard will be an I<strong>nternational Standard (IS)<\/strong>, a <strong>Technical Specification (TS)<\/strong>, a <strong>Public Available Specification (PAS)<\/strong> or a <strong>Technical Report (TR)<\/strong> and, of course, the subject of the standard. All the <strong>National Committees (NC)<\/strong> determine this.<\/p>\n\n\n\n<p>Once this hurdle has been passed and there are sufficient experts available, work begins on the <strong>Committee Draft (CD)<\/strong>. And herein lies the crux of why standards are configured the way they are. The experts \u2013 usually an international group \u2013 devise and discuss suggestions, scrap some or all of them, argue, talk, restructure, and so on. Everything is analysed to see whether it can be misinterpreted. It may also happen that two or more parties can\u2019t reach a consensus and have to make compromises.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"720\" src=\"https:\/\/lorit-consultancy.com\/wp-content\/uploads\/2021\/07\/goats-692660_1280-1.jpg\" alt=\"\" class=\"wp-image-5578\" srcset=\"https:\/\/lorit-consultancy.com\/wp-content\/uploads\/2021\/07\/goats-692660_1280-1.jpg 1280w, https:\/\/lorit-consultancy.com\/wp-content\/uploads\/2021\/07\/goats-692660_1280-1-1024x576.jpg 1024w, https:\/\/lorit-consultancy.com\/wp-content\/uploads\/2021\/07\/goats-692660_1280-1-768x432.jpg 768w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<p>This means that the results are not always so clear-cut. If all the experts are at least somewhat satisfied, the <strong>Committee Draft for Vote (CDV)<\/strong> is presented to the NCs. And now the experts in these NCs can state their opinions and comment accordingly, or completely reject the drafts if there are technical errors.<\/p>\n\n\n\n<p>In the event of a rejection, there is the opportunity to improve the draft until a new suggestion can be submitted as a CDV. If the draft is accepted, the comments are integrated and a <strong>Final Draft International Standard (FDIS)<\/strong> (also known as <strong>FTS, FPAS or FTR<\/strong>) is sent back to the NCs for a vote.<\/p>\n\n\n\n<p>Should everything go smoothly, the new International Standard (IS) is published \u2013 or sent back for editing.<\/p>\n\n\n\n<p>You can tell that a great number of people are involved in creating a standard, making it all the more difficult to find a shared, tenable opinion. Yet the advantage of these standards is that they can be edited in the future. After all, improvements are always good.<\/p>\n\n\n\n<p>Personally, I don\u2019t think every standard is perfect, but I admire everyone who works on standard committees and tries to achieve the best possible result for the respective industry.
